Waterville Housing Committee - Final Report

Overview

The Waterville Housing Committee was established by the Waterville City Council in July 2021 with the primary charge of reviewing the city’s existing housing policies and guidelines. The committee was tasked with examining key documents such as the city’s comprehensive plan, the 2002 housing study, and other relevant housing data and projects currently in development. Through its review, the committee aimed to identify critical issues related to housing availability in the city.

The committee’s objectives included promoting housing opportunities for all socio-economic groups, supporting improvements to existing housing stock (both single-family and multi-family), and exploring incentives for various types of housing—such as workforce housing, specialized housing, renovated homes, and new market-rate homes. Additionally, the committee sought to encourage homeownership by supporting the development of vibrant communities with accessible recreational areas and neighborhood businesses.

Following a thorough analysis of the city’s housing landscape, the committee has developed a series of recommendations aimed at addressing these issues and advancing housing opportunities in Waterville. The final report, adopted by the City Council in November 2024, outlines these recommendations as part of the ongoing effort to improve housing availability and quality for residents of all backgrounds.
