City Administration
Waterville’s Municipal Administration includes the Mayor, City Manager, Special Assistant to the City Manager, and Executive Assistant. This office is responsible for the administration and operation of the city, and also serves as the primary contact point for the City Solicitor.

Airport
The Waterville Regional Airport provides flight instruction, GPU, LAV, deicing and more, offering a safe, convenient experience for customers and members of the public.

Assessor
The Assessor’s Office is responsible for discovering, describing, and valuing property for the purposes of taxation in accordance with state law.

City Clerk
The City Clerk’s Office is responsible for maintaining all city records, conducting elections in accordance with state law, issuing city and state licenses, and providing information to municipal officials and members of the public in a friendly and confidential manner.

City Engineer
The City Engineer splits their time between Public Works (where they oversee highway and solid waste issues) and this office where they are responsible for managing non-highway projects and reviewing plans submitted by licensed engineers.

Code Enforcement
The Code Enforcement Office and its staff ensure that construction taking place in Waterville complies with all zoning, demolition, land use, structural, plumbing, and electrical requirements as set by local, state, and federal authorities.

Finance Department
The Finance Department is responsible for protecting the public interest through the proper custody, and accounting, of public funds to facilitate the achievement of Waterville’s goals and objectives through responsible financial planning, management, and reporting.

Fire Department
First established in 1809, the Waterville Fire Department is responsible for fire prevention operations, as well as providing emergency medical services.

Health & Welfare
The Health and Welfare Department administers the General Assistance Program to assist individuals unable to provide for their basic needs. The Health and Welfare Director is also responsible for the coordination of the City of Waterville Wellness Program.

Human Resources
The Human Resource (HR) department is responsible for job postings and collection of resumes and applications, managing personnel and benefits administration, overseeing new hire enrollments, and assisting with contract negotiations.

Parks & Recreation
The Waterville Parks & Recreation Department strives to enhance quality of life in our city by providing and maintaining quality parks, trails, and green spaces, as well as offering recreational activities and opportunities for people of all ages and abilities.

Pine Grove Cemetery
The Pine Grove Cemetery is a 32-acre parcel located on Grove Street in Waterville and directly abuts the St. Francis Catholic Cemetery.

The Planning Department is responsible for conducting site plan reviews, proposing zoning and code updates, and overseeing the Comprehensive Plan update process.

Public Works
The Waterville Public Works department operates under the direction of Matt Skehan. There are currently 27 employees within the Department, who perform various functions including administration, engineering, operations and maintenance of the transportation system, facility maintenance, fleet maintenance and solid waste collection.

Technology
The Technology department is responsible for the administration of all technology related items within the City of Waterville. This includes among various other items, the management of the City’s Local Area Network, VOIP telephone system, and a mobile data radio network.
